The Village Hall was established by a Trust Deed dated 1936 (see download below) which defined the governance for the charity's ownership and management of the hall by the Village Hall Council comprising the Trustees on behalf of the community. This document follows the standard form used at that time for village halls. The Parish Council, St Peter Rural (later becoming the Colney Heath Parish Council) was the Custodian Trustee holding the land on behalf of the charity. In 2017 the Custodian Trustee was changed to the Official Custodian of Trustees, a corporation created by statute to hold land on behalf of charities; in practice he or she is a member of the Charity Commission’s staff who is appointed to this role.
In 2011 the Charities Commission introduced a model form of governing document for charities – the charitable incorporated organisation which is now used by new village halls. The Trustees decided to adopt this new form for the governing document of our charity which will continue to own, manage and improve the hall on behalf of the village residents and safeguard this community facility for future generations.
